Ibn Taymiyyah رحمه الله confirms the emergence of the Khawarij movement during the end times and their traits, anyone in whom these distinguishing characteristics are found is counted amongst them.
“And these Kharjites are not only the armed group that was known in history [during the caliphate of ‘Ali]; rather, they are the ones who will appear time and time again until the time of the al-Dajjal. The Prophet’s particular mention of the group that appeared during the time of ‘Ali b. Abi Talib was due to the many traits found in them. Anyone in whom these traits are found is counted amongst them, for the particular mention of them [by the Prophet (peace be upon him)] was not because the ruling applied to them alone, but rather it was because those who were addressed during the Prophet’s time needed to fix the identity in the times to come.” [Majmua al-fatawa, 28:495-496]
As baffling as ISIS’ appeal to young people is, it seems the phenomenon of young people being irresistibly drawn towards a society of nut cases with a blood lust spouting scripture is not new. Check this from Ibn Kathir (d. 1373/774):
« ثُمَّ خَرَجُوا يَتَسَلَّلُونَ وُحْدَانَا ; لِئَلَّا يَعْلَمَ أَحَدٌ بِهِمْ فَيَمْنَعُوهُمْ مِنَ الْخُرُوجِ فَخَرَجُوا مِنْ بَيْنِ الْآبَاءِ وَالْأُمَّهَاتِ وَالْأَعْمَامِ وَالْعَمَّاتِ وَفَارَقُوا سَائِرَ الْقِرَابَاتِ ، يَعْتَقِدُونَ بِجَهْلِهِمْ وَقِلَّةِ عِلْمِهِمْ وَعَقْلِهِمْ أَنَّ هَذَا الْأَمْرَ يُرْضِي رَبَّ الْأَرْضِ وَالسَّمَاوَاتِ ، وَلَمْ يَعْلَمُوا أَنَّهُ مِنْ أَكْبَرِ الْكَبَائِرِ وَالذُّنُوبِ الْمُوبِقَاتِ ، وَالْعَظَائِمِ وَالْخَطِيئَاتِ ، وَأَنَّهُ مِمَّا يُزَيِّنُهُ لَهُمْ إِبْلِيسُ وَأَنْفُسُهُمُ الَّتِي هِيَ بِالسُّوءِ أَمَّارَاتٌ . وَقَدْ تَدَارَكَ جَمَاعَةٌ مِنْهُمْ بَعْضَ أَوْلَادِهِمْ وَقَرَابَاتِهِمْ وَإِخْوَانِهِمْ فَرَدُّوهُمْ وَوَبَّخُوهُمْ ، فَمِنْهُمْ مَنِ اسْتَمَرَّ عَلَى الِاسْتِقَامَةِ ، وَمِنْهُمْ مَنْ فَرَّ بَعْدَ ذَلِكَ فَلَحِقَ بِالْخَوَارِجِ فَخَسِرَ إِلَى يَوْمِ الْقِيَامَةِ .»

“Then off they went, slipping away alone to avoid detection so that no-one would be able to stop them leaving. They went from the midst of their fathers and mothers, and uncles and aunts, leaving behind kith and kin. This they believed in their ignorance, with little knowledge or understanding, to be pleasing to the Lord of Heaven and Earth, not realising that it was in fact of the gravest of enormity, most destructive of sins among monstrosities and wrongs, and that this had been made attractive to them by the devil and their own egos, hell-bent on wickedness.
“Some people were able to salvage some of their offspring, relatives, and brethren, and return them back and rebuke them. Then, some of these remained upright while others fled afterwards and joined the Kharijites, and so became losers until the Day of Resurrection.”
(Al-Bidaya wa ‘l-Nihaya, v. 10, p. 581)
Ibn Taymiyyah رحمه الله said when commenting on the hadeeth: “They (Khawarij) are the worst people killed under the sky, and the best people killed are those whom they kill. They are the dogs of Hell. These people used to be Muslims but they became disbelievers.” [Ibn Majah] “They (the Khawārij) are more evil to the Muslims than any others. There hasn’t been a worse evil to the Muslims than the Khawārij, not even the Jews and Christians. They strive to kill every Muslim who doesn’t agree with them. They legitimise bloodshed and wealth of the Muslims and the killing of their children by proclaiming them as apostates and believing that these atrocious acts are righteous based on their massive ignorance and misguided innovation.” [Minhāj al-Sunnah, Vol. 5, P. 248]

Ibn Kathir رحمه الله said:
قال ابن كثير إِذْ لَوْ قَوُوا هَؤُلَاءِ لَأَفْسَدُوا الْأَرْضَ كُلَّهَا عِرَاقًا وَشَامًا وَلَمْ يَتْرُكُوا طِفْلًا وَلَا طِفْلَةَ وَلَا رَجُلًا وَلَا امْرَأَةً لِأَنَّ النَّاسَ عِنْدَهُمْ قَدْ فَسَدُوا فَسَادًا لَا يُصْلِحُهُمْ إِلَّا الْقَتْلُ جُمْلَةً
10/584 البداية والنهاية ثم دخلت سنة سبع وثلاثين ذكر خروج الخوارج من الكوفة ومبارزتهم عليا رضي الله عنه بالعداوة والمخالفة
“If the Kharijites ever gained power, they would corrupt the entire land, Iraq and Syria. They would not leave a boy or a girl or a man or a woman, for in their view the people have become so corrupt that they cannot be reformed except by mass killing.”
[Al-Bidayah wa Nihayah 10/584]
Wahb bin Munabbih (d. 110H) رحمه الله said:
“And then there would arise more than ten or twenty men (Kharijites), there not being a man amongst them except that he would claim the khilaafah for himself, and with each man amongst them would be ten-thousand, all fighting each other, and testifying against each other with (the charge of) kufr (disbelief), until a believing man would become fearful for his self, his deen, his blood, his family, his wealth, not knowing where to go and nor whom to be with!”
It is found in a no. of works including ‘Tareekh al-Dimishq’ (63/383), ‘Munasihah al-Imam Wahb bin Munabbih’ (1/20) and ‘Tahdheeb al-Kamal’ (5468)
From related matters is the poignant hadeeth of the Prophet صلى الله عليه وسلم
يأتي في آخر الزمان قوم حدثاء الأسنان (صغار) سفهاء الأحلام (ضعفاء العقول) يقولون من قول خير البرية ، يمرقون من الإسلام كما يمرق السهم من الرمية ، لا يجاوز إيمانهم حناجرهم فأينما لقيتموهم فاقتلوهم ، فإن في قتلهم أجراً لمن قتلهم يوم القيامة
“There will come in the (last part) end of time, a (group of) people, who will be young of age with foolish dreams (and weak intellect). They will say the best of words that (appeal to the listener). They will pass through (i.e. leave) Islam as an arrow leaves its bow. Faith does not leave their throats…” [Saheeh al-Bukhari, 4770]
– This immense hadeeth speaks of the Khawarij (see Fath al-Bari, 4770 / 4771)
Shaykh Abu Anas ‘Abd al-Khaliq al-Wassabi رحمه الله تعالى said in his book “Mukhaalafat as-Soofiyyah lil Imaam ash-Shaafi’ee” (page 13):
والحمق: قلة العقل، وهو داء خطير، ولذا قال الشاعر
وكل الداء ملتمس شفاه — وداء الحمق ليس له دواء
“And idiocy is: a small amount of intellect, and it is a dangerous illness. And due to this the poet said: “And every illness seeks a cure — and the illness of idiocy has no cure.”
The Prophet صلىاللهعليهوسلم said:
“…and a man will be a believer in the morning and a disbeliever in the evening, until the people are split into two camps: a camp of Faith in which there will be no hypocrisy and a camp of hypocrisy in which there will be no Faith. When that happens, expect the Dajjaal on that day or the next.”

“He will be a believer in the morning and disbeliever in the evening,” meaning that in the morning he regard the blood of his brother who has not transgressed against his honour and wealth as Haraam, but in the evening he will regard it as permissible, transgressing against him.
إبراهيم بن ديزيل said:
“To test the people (in their religious beliefs) is the religion of the Khawarij.”
“Into two camps,” means two groups, or it is said two cities.
“The camp of Faith in which there will be no hypocrisy,” meaning it is pure and sincere Faith.
“The camp of hypocrisy in which there will be no Faith,” meaning it will contain deeds of the hypocrite, such as lying, betrayal, breaking promises, and so on.
Regarding the statement: “They will belong to us and speak our language” – Shaykh al-Allaamah, Salih al Fawzaan حفظه الله تعالى said:
“They are from us, and they speak with our tongue. They possess eloquence. When they write or deliver a speech, or a lecture, they speak with our tongue just as Allaah said concerning the hypocrites:”And when they speak, you listen to their words” [Al-Munafiqoon: 4]”
“Then expect the Dajjaal,” meaning expect his appearance.
Ibn Umar رضي الله عنه reported: The Messenger of Allah صلى الله عليه وسلم said:
عَنْ ابْنِ عُمَرَ أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ يَنْشَأُ نَشْءٌ يَقْرَءُونَ الْقُرْآنَ لَا يُجَاوِزُ تَرَاقِيَهُمْ كُلَّمَا خَرَجَ قَرْنٌ قُطِعَ قَالَ ابْنُ عُمَرَ سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَقُولُ كُلَّمَا خَرَجَ قَرْنٌ قُطِعَ أَكْثَرَ مِنْ عِشْرِينَ مَرَّةً حَتَّى يَخْرُجَ فِي عِرَاضِهِمْ الدَّجَّالُ

“People will appear who recite the Quran but it will not go beyond their throats. Every time a faction emerges it will be cut off.” I heard the Prophet say this more than ten times until he said, “The False Messiah (Dajjal) will appear in their (Khawarij) midst.”
[Sunan Ibn Majah 174, Hasan (fair) according to Al-Albani]
… We ask Allah سبحانه و تعالى to protect us from their (Khawarij) evil.
